Space Technology Cluster

The main task of Space Technologies Cluster (STC) is to promote cooperation of space and high technology enterprises, research institutions, higher education institutions, and non-governmental organisations to facilitate their competitiveness and export ability, thus improving growth of Latvian economy.

Although space technologies often are attributed only to carrier rockets and satellites, there is a huge world industry that uses data provided by outer space vehicles and gives us ordinary services. These markets can roughly be divided in three parts:

  1. Production – this includes rocket components, as well as production of equipment necessary for service rendering;
  2. Services – they include satellite navigation (e. g., GPS) services, satellite communications (e. g., satellite television and telephone communication services, internet), and Earth observation services (e. g., Earth use control, weather forecast, etc.); as well as
  3. Subordinated fields – further small services of three previous service fields (entertaining activities and sea crossings, specific communication types, natural disaster relief, water and air pollution measures, etc.)

BENEFITS FOR CLUSTER COOPERATION PARTNERS

Cluster operates with an aim to promote: 
1) individual marketing of enterprises and organisations, 
2) cooperation within and outside Cluster among field and interdisciplinary enterprises, 
3) creation of national and international partnership among Cluster Cooperation partners.
 

Within Cluster project, such activities are being implemented:

1.1. Coordination of measures implemented jointly by Cluster and its Cooperation partners broadening the range of partners engaged therein. 
1.3. Provision of human resources to develop the industry.
2.1. Support to Latvia’s participation in European Space Agency.
2.2. Participation in EU Framework programme and other space industry’s commission programmes of the public sector.
2.3. Involvement of Latvian partners into international supply chains of the private sector. 
3.1. Planning and development of new applications and services in the positioning field. 
3.2. Planning and development of new applications and services in the field of global monitoring for environment and security (GMES -> COPERNICUS). 
3.3. Planning and development of new applications and services in the satellite telecommunications field. 
4.1. Competence development in strategically important technology fields in order to fit in programmes of European Space Agency. 
4.2. Competence development in other perspective and rapidly growing space technology segments.

History of Space Technologies Cluster

Research prior creation of Cluster was carried out in 2008, and it resulted in agreement of a number of Latvian enterprises and research organisations in 2009 on creation of Latvian Space Technologies Cluster signing cooperation agreements on participation in Cluster’s activities. Currently there are about 44 organisations operating in Cluster. Initiator of Space Technologies Cluster is Ventspils High Technology Park.

Upon launching the establishment initiative of Space Technologies Cluster in 2009, in cooperation with potential then Cluster participants, a Space Technologies Cluster strategy, action plan, and organisational model were elaborated. The documents mentioned stipulate Cluster’s objectives, tasks, and results to be reached in medium and long term, namely, for the next five and ten years.  

Within Space Technologies Cluster, collaboration and networking activities having an aim to develop and introduce new mutual products and projects, as well as perform researches are very important. Also engagement of Cluster into formation and implementation of the national space policy, as well as promotion of cooperation between Latvia and European Space Agency is very important.
